5.  For central government procurement in India, a Class-I local supplier has local content of 50 per cent or more and a Class-II local supplier more than 20 per cent but less than 50 per cent, with a 20 per cent margin of purchase preference (Public Procurement (Preference to Make in India) Order 2017, DPIIT; confirm the current revision before tender use).

6.  Keep price out of the reliability scorecard: score with prices unseen, set a minimum reliability floor, normalise every bid to the same scope, then compare price only among the bids that cleared the floor.
